Australian fintech Karta Gift Cards has to date issued digital gift cards and will now add physical cards in partnership with Mastercard. The numberless physical cards (without the 16-digit card number and CVC2) can be tapped against a phone to convert to digital cards in a digital wallet or to check a balance.
